海上保安政策プログラムは、本学と海上保安庁の連携プログラムであり、両者がそれぞれの得意分野において、これまで培ってきた教育内容を提供することで、我が国においてこれまでに例を見ない、海上保安分野における専門家を育成するプログラムとなっています。

学生は、毎年１０月の入学後、翌年３月までは本学において必修及び選択必修の各授業を履修します。必修としては国際関係論、国際安全保障論、国際法、東アジア国際関係論、国際海洋法などがあり、選択必修としては、学生の関心事項に応じて知識を深められるように、政治経済、安全保障、政策立案に関する科目を設定しています。

その後、7月までは、海上保安庁の幹部職員に必要な教育を行う機関である海上保安大学校（広島県呉市）へ移動して授業?演習などを行います。海上保安大学校においては、主として本プログラムの特色である科目を履修します。必修科目として救難防災政策、海洋警察政策などを設定し、それ以外にも、実務者として将来自身が担う職務を見据えて、必要となる分野を学生各自が選択できるように選択科目も設けています。選択科目においては、犯罪取り締まりに関する知識の習得や、さらには、政策策定の重要な要素となる理工学的素養の獲得が可能になるように配慮しています。

演習については、有識者や海上保安庁の実務者による講義を通じて、国際海洋秩序の構築、維持のための海上法令執行機関の役割、意義について理解を深めさせた後、過去事例に基づき、各事例における海上法執行機関の対応を国際法、国内法的に分析、評価を加えさせ、あるべき「ベストプラクティス」を検討させることを内容としています。

リサーチペーパーの執筆については、入学後のなるべく早い時期にテーマと指導教官を決定し、卒業までの１年間に成果物としてのリサーチペーパーを執筆します。前述の通り、本プログラムは政策研究大学院大学と海上保安大学校との２カ所で実施することになるので、テレビ会議システムを活用した遠隔指導などを行いながらリサーチペーパーの執筆に取り組むことになります。

なお、本プログラムに入学する海外の海上保安機関の職員は、国際協力機構（JICA）から教育?生活の両面に対する支援を受けつつ我が国に１年間留学し、本プログラムへ入学することになります。
本プログラムでは、１年間で修士号を得るにふさわしいレベルの知識を習得することはもちろんですが、共に学んだ者同士が国際的人的ネットワークを作り上げることで、国際法に基づく海洋秩序の維持に貢献することも重要な目的となっています。
対象となる学生
日本及びアジア各国の海上保安組織での実務経験を3年以上有し、年齢45歳以下の方の受け入れを想定しています。

修了後の進路?就職先
本プログラムの修了生は、自らが所属する海上保安機関のなかで中核的な職務に就き、自らの業務を推進していくほか、本プログラムで身につけた知識を、それぞれの機関において広く伝播させていくことになります。また、本プログラムの中で培った人的ネットワークを生かし、それぞれの所属機関が国際的交渉を行うに際して、中心的な役割を果たすことが期待されています。
