Please tell us about your career path so far. What led you to a career in foreign service, and how did your role evolve within the Ministry of Foreign Affairs of Uzbekistan?


My journey in the field of diplomacy began with a deep-rooted passion for international relations and a strong commitment to serving my country on the global stage. This path was first shaped early on during my academic years at the University of World Economy and Diplomacy in Tashkent - a prestigious institution that not only broadened my understanding of global affairs but also instilled in me the principles of diplomacy, economic cooperation, and strategic thinking.


Upon graduating, I took my first professional steps in 2012 by joining the Ministry of Foreign Affairs of the Republic of Uzbekistan. Entering the Ministry was more than just the start of a career; it marked the beginning of a lifelong dedication to representing and advancing the interests of Uzbekistan in the international arena.


Early in my career, I was entrusted with a position in the Analytical Department, a pivotal experience that would go on to shape my professional development in profound ways. Working within this department allowed me to engage deeply with the core of diplomatic analysis--monitoring global trends, assessing foreign policy strategies, and preparing in-depth reports that informed decision-making at the highest levels. This role honed my critical thinking, enhanced my ability to anticipate international developments, and fostered a nuanced understanding of geopolitical dynamics.

Congratulations from his long-time friend and colleague on being awarded the Presidential Award on the occasion of the 30th anniversary of the Constitution of the Republic of Uzbekistan.


Over the years, my responsibilities expanded as I continued to grow within the Ministry. The foundation I built in analytical work proved invaluable, equipping me with the insights and foresight necessary to contribute meaningfully to the formulation and implementation of Uzbekistan's foreign policy. My experience allowed me to transition into roles that demanded not only technical expertise but also diplomatic finesse and strategic vision.


Throughout this journey, I have had the honor of witnessing - and contributing to - Uzbekistan's evolving role on the international stage. I take great pride in being part of a diplomatic corps that works tirelessly to build bridges, strengthen partnerships, and uphold the values of peace and cooperation.


Looking back, my path from a student of international relations to a committed diplomat has been guided by purpose, shaped by experience, and driven by a steadfast dedication to public service. I am deeply grateful for the opportunities afforded to me by the Ministry and remain committed to continuing this meaningful work with integrity and resolve.



You are currently serving as Head of the U.S. Division at the Ministry of Foreign Affairs in Uzbekistan. Could you tell us more about your responsibilities in this position and what areas you focus on in U.S.-Uzbekistan relations?

As Head of the U.S. Division at the Ministry of Foreign Affairs of Uzbekistan, I oversee and coordinate a broad spectrum of bilateral relations between Uzbekistan and the United States. My responsibilities cover political dialogue, cultural and humanitarian cooperation, and parliamentary engagement.


On the political side, I work to strengthen strategic cooperation through high-level visits, consultations, and negotiations. In the cultural and humanitarian sphere, I support initiatives such as academic exchanges, cultural programs, and joint development projects that promote mutual understanding. I also facilitate parliamentary dialogue between the Oliy Majlis - the parliament of Uzbekistan - and the U.S. Congress, encouraging collaboration on shared democratic values and legislative experience.


Overall, my role is focused on advancing a comprehensive and forward-looking partnership between our two countries across multiple areas of mutual interest.



From your current position, what do you see as the key opportunities and challenges in Uzbekistan's foreign relations--particularly with the U.S. and the broader international community--over the next five to ten years?


From my current position, I see both significant opportunities and notable challenges in Uzbekistan's foreign relations - particularly in our engagement with the United States and the broader international community over the next five to ten years.

One of the key opportunities lies in expanding our strategic partnership with the United States across a range of areas. As Uzbekistan continues on its path of political and economic reform, there is strong potential to deepen cooperation in areas such as trade, economy, education, innovation, green energy, and regional security. The U.S. remains a vital partner in supporting Uzbekistan's modernization efforts, capacity building, and our broader integration into the global economy.


There are also growing opportunities for strengthening people-to-people ties - through educational exchanges, cultural diplomacy, and humanitarian collaboration - efforts that reinforce long-term mutual understanding and trust. In addition, increased parliamentary engagement provides a valuable opportunity for dialogue on governance, legal reforms, and the development of civil society.


At the same time, there are a number of challenges. The evolving global geopolitical landscape requires Uzbekistan to maintain a careful balance in its foreign policy - safeguarding our sovereignty while building constructive partnerships with a diverse range of global actors


On a broader scale, global challenges such as climate change, food and water security, and the need for resilient supply chains demand stronger multilateral coordination. Uzbekistan must continue to play an active role in international forums and contribute to global solutions, while also attracting investment, fostering innovation, and maintaining regional stability.


Overall, I believe that Uzbekistan is well-positioned to advance a pragmatic, open, and forward-looking foreign policy. By strengthening our bilateral ties with key partners like the United States and engaging actively on the world stage, we can transform today's opportunities into long-term benefits for our country and the broader region.



What are some of the biggest challenges you've faced in your diplomatic career, whether in Tashkent or during your overseas postings? What moments have been the most rewarding for you?


One of the biggest challenges I have faced throughout my diplomatic career is the constant responsibility of representing and promoting my country's national interests - often in complex and fast-changing international environments. As a diplomat, you are always mindful that every word, decision, and engagement must reflect the priorities and values of your nation. This sense of responsibility can be both demanding and humbling.


A particularly challenging yet rewarding period in my career was during my diplomatic posting in Israel from 2019 to 2021. For one year, I had the honor of serving as Chargé d'Affaires, a role that came with great responsibility and required me to lead the mission across all areas - from political and economic affairs to cultural diplomacy and consular issues. It was a time that tested my skills, adaptability, and diplomatic judgment, but also one that greatly enriched my experience and confidence.


Despite the challenges, what I find most rewarding is building genuine partnerships and friendships abroad. There is a deep sense of fulfillment when you see foreign colleagues and institutions not only understand but also actively support Uzbekistan's goals and initiatives. Earning trust and forming lasting professional relationships is one of the most powerful tools in diplomacy - and one of its greatest personal rewards.


These experiences have reaffirmed my belief in the value of dialogue, perseverance, and mutual respect in international relations.



What motivated you to pursue your Master's degree at GRIPS, and how has your education there contributed to your career in diplomacy and public service?


Pursuing my Master's degree at the National Graduate Institute for Policy Studies (GRIPS) in Japan was both a professional goal and a personal dream. From early in my academic and diplomatic journey, I aspired to study abroad - particularly in Japan - because of its globally respected education system, strong emphasis on discipline and innovation, and deep-rooted culture of public service and strategic thinking..


Studying at GRIPS provided me with a world-class education in policy and governance, enriched by a diverse and international academic environment. It allowed me to deepen my understanding of global policy challenges, develop analytical tools essential for diplomacy, and broaden my perspective on international cooperation..


The knowledge and experience I gained at GRIPS had a direct and positive impact on my career. Soon after completing my studies, I was appointed to a diplomatic post in Israel, where I later served as Chargé d'Affaires. The academic foundation and global exposure I received in Japan equipped me with the confidence and competence to take on such responsibilities and to represent Uzbekistan effectively on the international stage..


Beyond technical skills, GRIPS helped reinforce my commitment to public service and lifelong learning - values that continue to guide me in my work within the Ministry of Foreign Affairs.



Since graduating from GRIPS in 2017, have you had any continued connections with Japan--professionally or personally?


Since graduating from GRIPS in 2017, I have not yet had the opportunity to be directly involved in Japan-related affairs in my professional role at the Ministry of Foreign Affairs. However, Japan continues to hold a very special place in my heart - both personally and as a country I deeply admire.

I truly miss Japan - the culture, the people, and the enriching academic environment that shaped such an important part of my life. My time there was transformative, and the values I experienced in Japan - discipline, respect, and a commitment to excellence - continue to influence my approach to diplomacy and public service.


Earlier this year, in February, I had the great pleasure of reconnecting with Professor Masuyama, our dean at GRIPS. It was a heartfelt and meaningful meeting, where we shared our reflections on Japan, our time at GRIPS, and the lasting impact of Japanese education. It reminded me once again of how formative that experience was - and how much I hope to return.


I sincerely hope that in the future I will have the honor of serving as a diplomat in Japan. It would be both a professional milestone and a personal fulfillment to represent Uzbekistan in a country that has given me so much and continues to inspire me.



Diplomatic work can be demanding and often unpredictable. How do you maintain a healthy work-life balance?


What do you enjoy doing outside of work? For me, staying physically active is a key part of maintaining that balance. I often play football and swim - activities that not only keep me physically fit but also provide a much-needed mental reset. These sports allow me to release stress, stay energized, and return to work with a clearer and more focused mindset.


Additionally, I find that spending time with friends and colleagues - whether over casual dinners or informal gatherings - helps me recharge. These social interactions provide a sense of community and support, allowing me to step away from the demands of work and reconnect with people who share similar professional challenges and experiences.



What are some of your fondest memories of your time at GRIPS and in Japan? Is there anything in particular you miss about living in Tokyo?


My time at GRIPS and living in Japan remains one of the most important and transformative periods of my life. The experience of studying in Japan was not only intellectually enriching but also deeply meaningful on a personal level.


The lifestyle in Japan - characterized by efficiency, discipline, and attention to detail - left a lasting impression on me. I learned so much about balancing academic rigor with a profound respect for the people and the environment around you.


What I miss most about living in Tokyo is the kindness and warmth of the Japanese people. Their genuine hospitality, politeness, and consideration for others made me feel at home in a foreign country. It's something I truly treasure and continue to carry with me.


The field trips during my time at GRIPS were also unforgettable. They allowed us to connect classroom learning with real-world applications, giving us the chance to experience Japan's history, culture, and policy environment firsthand. Equally meaningful were the personal connections I built with faculty and fellow students. I miss the camaraderie and the shared passion for learning and diplomacy that brought us together.



If you could give one piece of advice to anyone considering studying at GRIPS what would it be?


If I could give one piece of advice to anyone considering studying at GRIPS, it would be to fully embrace the values of professionalism, high-quality education, and discipline that the institution offers. GRIPS provides an exceptional learning environment where you not only gain deep academic knowledge but also develop the skills needed to succeed in the global arena of policy and diplomacy. The rigorous curriculum and the emphasis on practical application will challenge you, but it will also prepare you to tackle complex issues with confidence and integrity.


My advice is to approach your studies with an open mind, dedication, and a willingness to learn from both the professors and your fellow students. The experience at GRIPS is truly transformative, and the connections you build there - both personal and professional - will last a lifetime.



How would you like to maintain involved with the School? What do you expect from GRIPS as an alumnus and do you have any suggestions on how to further utilize the GRIPS alumni network?


As an alumnus of GRIPS, I would love to stay involved with the School in any way I can, both professionally and personally. GRIPS played a pivotal role in shaping my career, and I believe it's important to give back and support future generations of students. I'd be eager to contribute to initiatives that foster collaboration between alumni and current students, whether through mentorship opportunities, guest lectures, or participation in alumni events.


I expect GRIPS to continue fostering strong connections within its global network, creating more opportunities for collaboration around shared professional goals and challenges. The alumni network is an invaluable resource, and I believe that further utilizing it for knowledge exchange, job opportunities, and ongoing educational activities would be immensely beneficial for everyone involved.


One suggestion I have for strengthening the GRIPS alumni network would be to create more structured platforms or forums where alumni can engage with each other regularly - whether through virtual discussions, professional webinars, or regional alumni gatherings. These would not only strengthen alumni bonds but also facilitate deeper dialogue, shared learning, and a stronger collective impact by GRIPS graduates around the world.
