Hailing from Kuala Terengganu, a small town on the eastern coast of Peninsular Malaysia, Mohd Shuhada holds an LL.B from the International Islamic University Malaysia (IIUM). He joined the Malaysian Civil Service in 2002 after passing a rigorous assessment and entry examination for the position of Administrative and Diplomatic Officer. Since then, he has embraced a nomadic lifestyle, moving between his home country and various international postings, fostering diplomacy that strengthens relationships between nations, whether in trade, economic cooperation, or people-to-people connections. In August 2024, he received the Letters of Credence from His Majesty Sultan Ibrahim, the King of Malaysia, appointing him as the seventeenth High Commissioner of Malaysia to the People’s Republic of Bangladesh. Mohd Shuhada earned his Master’s Degree in Public Policy through the Japanese Government (MEXT) Scholarship 2012–2013, under the Young Leaders’ Program (YLP) at the GRIPS School of Government.

Dr. Ruopeng An is a distinguished scholar specializing in obesity epidemiology, policy evaluation, and the application of artificial intelligence to tackle public health disparities and social inequities. He holds the prestigious Constance and Martin Silver Endowed Professorship in Data Science and Prevention and directs the Constance and Martin Silver Center on Data Science and Social Equity at New York University. Dr. An’s expertise spans environmental and policy influences on obesity, health outcomes across the life course, and social determinants of health. His innovative research, funded by leading agencies and organizations, has earned recognition as one of Elsevier’s top 2% most cited scientists, with features in major media outlets such as TIME, The New York Times, and The Washington Post. Previously, he led AI and data science programs at Washington University in St. Louis. Ruopeng An holds a PhD in Policy Analysis from Pardee RAND Graduate School, a Master of Public Policy from GRIPS, and a BA in Political Science and Public Administration from Peking University.

Dr. Michael C. Huang has been with the Ocean Policy Research Institute (OPRI) since 2018, specializing in general equilibrium analysis using GTAP modeling for policy simulations. His work focuses on economic analysis in Blue Economy, Blue Finance, innovation policy assessment, and disaster risk management, contributing to global initiatives like the UN Sustainable Blue Economy Finance Initiative and ADB Ocean Financing. Dr. Huang's research bridges ocean and societal systems, addressing topics like renewable energy, eco-friendly shipping, resilient supply chains, and cultural satellite accounting for heritage. Previously, he was a researcher at GRIPS and ADBI in Tokyo. Michael also organizes special economic seminars at Toyo University, and serves as an (guest) editor for Marine Policy and other prominent publications. He is also an active member of multiple academic societies in Japan. Michael received his Ph.D. in Public Economics from GRIPS in 2015.

Girum Abebe is a Principal Economist at the Development Impact Measurement Department in the International Finance Corporation (IFC). Prior to joining IFC, Girum held a position of Senior Economist at the World Bank’s Africa Region Gender Innovation Lab (GIL). ?He also served as a thematic lead for the unit’s Private Sector Development and Entrepreneurship thematic area. Girum has over a decade of experience studying how to make markets work for the poor, especially youth and women. He has co-authored research papers published in the American Economic Review, Review of Economic Studies, and Journal of Development Economics, among others. ?Girum has non-residential research affiliation with the Johns Hopkins China-Africa Research Initiative (CARI), Institute of Labor (IZA), and the African Growth and Development Policy Modeling Consortium. He is one of the managing editors of the Journal of African Economies.?

Girum earned a Ph.D. in Development Economics from GRIPS in 2011.

With a degree in Political Science from Chulalongkorn University, Uruya developed a passion for social justice, particularly focusing on marginalized communities and criminal justice reform. She began her career in 2007 as a junior penologist at Thailand's Department of Corrections, specializing in prison reform and humane prisoner treatment. After a decade, she joined the Director General's office, where she contributed to the development of national prison policies at the executive policy level. She has also represented Thailand at international forums, including the UN Crime Congress. Currently, Uruya serves as a National Programme Officer at the UNODC Regional Office for Southeast Asia and the Pacific, focusing on prison reform strategies in Thailand and neighboring countries. Uruya graduated with a Master’s Degree in Public Policy from the Young Leaders Program in 2016.

アイラ?アリムーバルドゥエザ (フィリピン)、Belgica Aranas Baldueza Dela Cruz & Associates, 創設パートナー、Young Leaders Program (YLP) - School of Local Governance (2014年修了)

Attorney Ayla Alim-Baldueza made history as the youngest councilor in Mandaluyong City, Philippines, winning a remarkable third place in the 2010 elections at just 23 years old. Despite limited campaign resources, she garnered overwhelming support and served her first term while passing the bar exams in 2012, earning a Special Award in Public Service. During her council tenure, she authored numerous ordinances and resolutions aimed at uplifting the marginalized, initiated scholarship programs, and provided legal assistance to those in need. She also briefly served as chief of staff in the Commission on Elections. After working in the government, she continued to practice law as one of the founding partners of a law firm, where she handles administrative matters. Balancing her professional life, she is also a dedicated wife and a mother to three young children.

コンスタンティン?ズヴィアギン
キルギス共和国国立銀行、金融リスク管理部、チーフスペシャリスト、Two-year Master's Program of Public Policy (2014年修了)

Konstantin’s career began with an internship at the National Bank of the Kyrgyz Republic in 2008, where he discovered the emerging field of risk management. Rising to the position of Chief Specialist in the Financial Risk Control Division, Konstantin earned his Financial Risk Manager (FRM?) certification in 2023, becoming one of only three experts in Kyrgyzstan with this qualification. At the Bank, Konstantin is responsible for managing credit and market risks. He also teaches as a senior lecturer at Kyrgyz Russian Slavic University, sharing his expertise with future economists. In his free time, Konstantin practices martial arts and he is a member, instructor and referee of the Kyokushin Budo Karate Federation of the Kyrgyz Republic.

Konstantin graduated from the GRIPS Two-year Master’s Program of Public Policy (MP2) in 2014.

Hiroshi Dambara has served as a Japan Coast Guard officer since 2003, with roles both at sea and on land. ?With two years as a patrol vessel captain, he gained extensive operational experience while on land, he oversaw policy planning, public relations, and human resources at Tokyo headquarters. Dambara-san is currently serving as Consul at the Consulate General of Japan in San Francisco where his main duty is to develop partnerships and cooperative relationships with the U.S. Coast Guard in the region.

Hiroshi Dambara graduated from the Japan Coast Guard Academy and he pursued studies in diplomacy and security through the GRIPS Global Leadership Development Program from which he earned his MA in 2021.

Namutebi Edith Nsubuga, Minister Counselor, Embassy of the Republic of Uganda in Kinshasa, Democratic Republic of Congo (DRC), Ph.D. in International Development (2017年修了)

Dr. Namutebi Edith Nsubuga is a distinguished Ugandan diplomat currently serving as the Minister Counselor and Head of Commercial and Economic Diplomacy at the Uganda Embassy in Kinshasa, DRC. Edith has extensive experience in international relations, having served in diplomatic missions in Japan, South Africa, and the DRC. His contributions extended to the Energy Community Secretariat in Vienna, where he served as a Climate Policy Advisor, supporting contracting parties in national policy planning. Captain Takao Nakashima is a distinguished officer of the Japanese Maritime Self-Defense Force (JMSDF), currently serving as the Defense and Naval Attaché to the Republic of Korea. Captain Nakashima began his career with the JMSDF in 2002 as an Officer Candidate. He served about half his career as a submarine officer and quickly rose through the ranks, becoming Commanding Officer of Submarine UZUSHIO (SS 592) in June 2017. He has been serving as an attaché at the Japanese Embassy in Seoul since June 2020. Nakashima obtained his education from various renowned institutions, including the National Defense Academy, ROK Joint Forces Military University, and he received his M.A. from GRIPS in 2019.

Commodore Jay Tarriela joined the Philippine Coast Guard (PCG) in 2005 as a CG Ensign. After completing his junior billet aboard a ship and serving in different Coast Guard stations, he realized the importance of education in understanding maritime governance. In 2015, he joined the inaugural class of the GRIPS Maritime Safety and Security Policy Program and upon completion of his master’s Jay continued in the GRIPS Global Governance Program (G-cube) from which he received his Ph.D. in 2021.In December 2022, Jay was promoted to the rank of Commodore, making him the youngest star-ranked officer in the history of the uniformed service in the Philippines.His most challenging responsibility is advising on matters related to national security in the South China Sea, but he finds it rewarding to make sound recommendations on the strategic deployment of PCG vessels in critical situations.

After more than two decades in the Ministry of Home Affairs, Arif moved to the Ministry of Manpower where, in July 2021, he got promoted to his current position as Head of the Cooperation Bureau.Arif graduated from the National Institute of Technology (ITENAS Bandung) in 1993 and continued with his Master of Engineering in Urban Infrastructure Management at the International Institute for Infrastructural, Hydraulic and Environmental Engineering (IHE) Delft, The Netherlands in 2001. He graduated from the Young Leaders Program at GRIPS in 2005.

Disaster Management Program (2015年修了)

Er. Mohammad Faiz Syed, a Mechanical Engineering graduate, joined the Central Water Commission, an apex technical organisation of the Government of India, in 2007 after securing an all India 13th rank in the Indian Engineering Services (IES). He has a keen interest in the water sector and has been serving at various important positions in the river and flood management of the country. He earned his Master in Disaster Management from GRIPS in 2015 and was awarded the Best Researcher Award for the same. He currently holds the position of Superintending Engineer in the North East region of India and mainly looks after the works of survey and investigation, monitoring and appraisal of various irrigation projects. Being an important representative of the central government, he plays a key role in the development of the water sector in the region. Faiz was selected as the winner of the Third GRIPS SDGs Award for his contribution to the “3-Day Advisory Flood Forecast System of Central Water Commission (CWC), Govt. of India” in March 2022.

Since December 2020, Ershad is back in Japan where he serves as Economic Minister at the Embassy of Bangladesh in Tokyo. Dr. Aiko Kikkawa is an Economist at ADB’s Economic Research and Cooperation Department. Her research portfolio covers international migration and remittances, aging and demographic change, gender and economic analyses of ADB projects. Prior to joining ADB, she worked at the International Organization for Migration where she led technical assistance programs on overseas employment policy, remittances, and disaster relief operation targeting mobile population. She obtained her MA and Ph.D. in development economics from GRIPS and a master’s degree in forced migration from the University of Oxford.

Mr. Bam Bahadur Mishra was appointed as Deputy Governor of Nepal Rastra Bank (NRB), the Central Bank of Nepal, in March, 2021. Prior to his appointment as Deputy Governor, Mishra was the Executive Director of NRB’s Foreign Exchange Management Department. During his career as a central banker, spanning about two decades, Mishra served in different areas, including the regulation of banks and financial institutions and their supervision, foreign exchange management, and the central bank’s provincial office operations. Before entering the central bank, he gained experience in private sector commercial banks where he worked for eight years. Mishra received his Master of Public Policy from GRIPS in 2006.

Upon finishing his Bachelor of Science in Economics and Management from Royal Holloway, University of London in 2010, Rakhymzhan started his career in the Administration of the President of the Republic of Kazakhstan. After serving in several roles for about five years, he successfully applied to GRIPS and enrolled in the Young Leaders Program in October 2015. With the knowledge and skills gained at GRIPS, he was promoted to the political position of state inspector of the President’s Administration upon his return to Kazakhstan. In September 2018, he was appointed Head of the Administration of the Governor of the West Kazakhstan Region and since October 2020, he has been serving as Head of the Administration of the Governor of Nur-Sultan, the capital city of Kazakhstan.

After completing his M.A. from Pune University in 1998, Rahul passed India’s Civil Services examination and was selected to join the 1999 batch of the India Revenue Service (IRS/ Customs). During his career spanning more than 20 years, he has worked in various capacities in India, including Under Secretary in the Ministry of Finance in Delhi, Additional Director of Central Excise Intelligence and Additional Commissioner of Customs in Mumbai. He received the Presidential Award for Specially Distinguished Record of Service in 2019. He is currently on deputation to the Foreign Ministry to work in the Indian Embassy in the United Kingdom as a specialist in Trade and Customs matters. Rahul received his Master in Public Finance from GRIPS in 2010 and was chosen as Valedictorian at Graduation Ceremony.

ディヌーシャ ?ヘッティアラッチ（スリランカ）、スリランカ関税局税関監督官
Public Finance Program (Customs Course 2015年修了)

Dreaming of becoming an IT professional, Dinusha enrolled in the Sri Lanka Institute of Information Technology, and concurrently in the University of Kelaniya, majoring in Information Technology and Industrial Management respectively. Upon graduation in 2005, he started his career as a Software Engineer in a leading IT company. After three years in the private sector, however, Dinusha moved to the public sector and joined Sri Lanka Customs as an Assistant Superintendent of Customs in 2008. While working he completed his MBA at the University of Moratuwa and in 2014 he was offered a WCO scholarship to pursue his studies in the Public Finance Program at GRIPS. Being well-trained and prepared, Dinusha was assigned some challenging tasks upon returning from Japan. He has gradually worked his way up in Sri Lanka Customs and was recently promoted to Superintendent of Customs.

ベネディクト?マカンガ（ウガンダ）、ウガンダ中央銀行副総裁補佐
GRIPS Global Governance Program (Ph.D. 2018年修了)

After completing his Bachelor of Science in Quantitative Economics, at Makerere University, Benedict started his career in 2003 as a statistician managing and analyzing various sets of data in the Uganda Bureau of Statistics. In 2005, he accepted a job offer at Centenary Rural Development Bank as a Credit Officer, responsible for extending microloans to rural businesses and rural households. In 2007, Benedict joined the Bank of Uganda where he has held various roles in different departments before being appointed to his current position as Personal Assistant to the Deputy Governor. Benedict graduated with a Ph.D. in Advanced Policy Studies from the GRIPS Global Governance Program (G-Cube) in 2018.

中山久憲 (日本)

1975年、大阪大学大学院工学研究科土木工学専攻を修了し、神戸市役所に入庁。主に、インフラ計画、市街地開発事業に従事していたが、1995年に阪神?淡路大震災が発生し、住民主体型の震災復興事業を推進した。以後2009年の退職まで、震災復興事業の総括責任者として復興事業の完了のための作業や手続きを指導し推し進めた. 2011年に発生した東日本大震災では、阪神?淡路大震災の経験を活かすべく国土交通省から直轄調査作業監理員に委嘱され、宮城県名取市の復興計画策定業務を支援した。また、2016年に発生した熊本地震の際には、現地調査を行った。現在は、神戸学院大学現代社会学部社会防災学科教授として教鞭をとっているほか、3冊の著書を出版し、阪神?淡路大震災の復興事業に関わった経験を伝承することに尽力している。

名取はにわ (日本)

名取氏は東京大学法学部卒業後、1973年に法務省に入省した。1995年に総理府男女共同参画室の室長兼内閣審議官に任命され、2003年に内閣府男女共同参画局長官に就任するまでいくつかの職を歴任した。名取氏の任期中、男女共同参画社会基本法（1999年）の制定、第2次男女共同参画基本計画（2005年）が閣議決定された。2013年に第一線から退いた後、現在は日本ＢＰＷ連合会の理事長として、またいくつかの自治体の男女共同参画審議会の長を務めている。2016年から国立大学法人電気通信大学の監事を勤めている。

Syeda Adeela Bokhari（パキスタン）
情報技術長官 パキスタン政府財務省 連邦歳入庁

1998年にパキスタン政府財務省連邦歳入庁（FBR）に入庁。さまざまな職務を経た後、2013年3月、内閣総理大臣の管轄下にある国家職業技術教育委員会（NAVTTC）の認定?認証?国際協力部長に任命される。NAVTTCは、職業技術教育に関する政策の方向性を規定、促進、および提供する最高機関であり、Bokhari氏は、認定システムを構築する責任を委ねられる。2016年10月に、NAVTTCから親組織の連邦歳入庁に戻り、納税者監査責任者を短期間務めた後、12月から情報技術責任者を務めている。

ラオス国立大学法学部を卒業後、1999年10月に外務省に入省。パリのラオス人民民主共和国大使館に3年間勤務するなど、外交官としてさまざまな職務に従事したのち、2010年に政策研究大学院大学（GRIPS）のYoung Leaders Programに入学。ラオスの外務省に戻り5年間勤務した後、東京の日本アセアンセンター（AJC:東南アジア諸国連合貿易投資観光促進センター）の観光交流部長に任命され、2016年4月に再び来日。AJCでは、ASEAN諸国と日本との間で観光事業を活性化し、人的交流を促進する役割を担う。

Yang Qin（中華人民共和国）
国際商業会議所（ICC）中国委員会 税関?貿易円滑化委員会 副委員長
GSPS – Customs and Trade Program（2001年修了）

16年以上にわたり中国海関総署で税関政策および管理の上級専門家として勤務。多数の中国税関近代化プロジェクトを促進する立役者としての役割を果たしている。公共部門で素晴らしい実績を築いた後、中国トップの通関コンサルティング会社となったCC International Consulting Limitedにおいて民間部門での活動を開始。2012年には、「中国国際貿易円滑化フォーラム（ China International Trade Facilitation Forum）」の発起人の1人となる。このフォーラムはその後拡張され、国内の正規の貿易促進基盤となった。2015年に、中国国際貿易促進委員会（CCPIT）より、税関近代化と貿易円滑化の分野における専門委員長に任命。さらに2016年6月には、ICC中国委員会の税関?貿易円滑化委員会の副委員長に選出されている。

Ranjit Kumar（インド）
インド財務省 中央物品税情報総局 局長補

1995年にインド工科大学カーンプル校で電気工学の学士号を取得後、インド歳入局（関税および中央物品税）に入局し官僚になる。租税管理者として複数の職務を歴任後、2011年に政策研究大学院大学（GRIPS）のPublic Finance Programに入学。インドに帰国後、中央物品税情報総局で局長補の職務を遂行する傍ら、2017年に導入される物品?サービス税の構造と法案の設計を担うチームのメンバーとなる。2016年の共和国記念日に、特に顕著な勤務実績が認められ、税務官にとって最高の賞であるPresidential Awardを授与される。

ガーナ共和国財務省 国債管理課 経済担当官

2005年、ケープ?コースト大学で経済学の学士号を優等学位で取得後、財務省に入省。財務省では複数の職務を歴任、主に経済外交と国債管理に携わる。バラク?オバマ米国大統領が2010年に開始したヤング?アフリカン?リーダーシップ?イニシアティブ（YALI）の最重要プログラムであるマンデラ?ワシントン?フェローシップ2016の2,000人近い候補者に選出。米国で集中的な学術講義とリーダーシップ教育がフェローたちに提供され、オバマ大統領が主催する2016年8月1日～3日の大統領サミットで締めくくられる、6週間のプログラムに参加した。

和田公雄氏は1987年に埼玉県庁に入庁。約10年埼玉県庁での職務を務めた後、GRIPSの前身である埼玉大学大学院政策科学研究科（GSPS）の修士課程に入学。1999年に修了し、埼玉県庁での職務に戻った和田氏は、とりわけ地方分権と県の国際化を担当した。2016年4月に埼玉県鶴ヶ島市の副市長に選出される。

1998年にオーストラリアのクイーンズランド大学で園芸技術を専攻し、応用科学の学士号を取得。その後、ラオス農林省農業局で穀物栽培の技術提携促進渉外担当を務める。2000年9月から2005年3月まで、JICAの奨学金を受け、政策研究大学院大学（GRIPS）のInternational Development Studies Program（修士課程）およびPublic Policy Program（博士課程）で学び、修士号?博士号をそれぞれ取得した。ラオスに帰国後、ラオス日本センターの副所長に任命され、2016年2月からは所長を務めている。

1998年にカンボジア王国で法学と経済学を学び経済分析学士号を取得し、1年間民間の金融機関に勤める。その後、計画省へ転身し、国家戦略開発計画と公共投資プログラムを担当する。2007年、トンレサップ湖管理当局の企画連携局長に任命され、2013年には事務総長となる。政策研究大学院大学（GRIPS）には2003年に入学し、公共政策修士号を取得。

Le Minh Hung （ベトナム社会主義共和国）
ベトナム国家銀行総裁

1997年、IMF奨学金を得て、政策研究大学院大学（GRIPS）の前身である埼玉大学大学院政策科学研究科でTransition Economy Programを修了後、ベトナム国家銀行に復職し、外国為替管理部長、国際協力部長、人材組織部長を歴任。2011年10月にはベトナム国家銀行副総裁に就任し、総裁の補佐役のほか、国際協力、外国為替管理、国際プロジェクト活動に従事する。世界銀行、国際通貨基金、アジア開発銀行のベトナム総理代理を歴任。2016年4月、46歳でベトナム国家銀行最年少の総裁として正式に指名される。

Azman bin Mohd. Yusof （マレーシア）
マレーシア政府 女性?家族?地域開発省　事務局次長

1989年西テキサス州立大学で行政学の学士号（優等）を取得。マレーシア公務員研修所（INTAN）にて公共経営学の上級ディプロマを取得。書記官補 としてマレーシア政府首相府に入省し、徐々にキャリアを築いた。政策研究大学院大学（GRIPS）の前身である埼玉大学大学院政策科学研究科（GSPS）のPublic Policy Programで1999年に修士号を取得したのち、マレーシアに戻って住宅?地方政府省の公共計画?開発副課長として勤務した。現在2015年6月よ り、女性?家族?地域開発省事務局次長として勤務し、ユソフ氏は女性?子ども?家族?高齢者?障がいのある人や、コミュニティを対象とした政策課題において重要な責務を果たしている。ユソフ氏は25年以上にわたり政府機関での勤務経験があり、また、マレーシア政府幹部人材育成プログラムのためにも積極的に活動している。

Nurbek Toichubaev （キルギス共和国）
Invivo LLP創業者 兼 最高経営責任者

1997 年にキルギス?ビシュケク市にあるキルギス国立大学を卒業後、海外からの投資?支援受入れを統括するキルギス政府委員会GosComInvestにて海外投資?援助の誘致を担当。2002年に大統領府の要請により経済政策部門にて勤務し、同年秋に政策研究大学院大学（GRIPS）へ入学した。帰国後は、インターネット関連企業に勤務し、2007年には臨床検査事業を行う民間会社Invivo LLPを設立するため隣国のカザフスタンに移る。同企業は急成長を遂げ、現在、総従業員数は3,000人以上。プライベートではスポーツに打ち込んでおり、近年ではアメリカのシカゴで開催された世界パラトライアスロン選手権でブロンズメダルを獲得。2020年の東京パラリンピックへの出場を目標にしている。

チリのテクニカ?フェデリコ?サンタ?マリア大学で都市工学を専攻。10年間以上、プロジェクト担当エンジニアやフリーランス専門家として水力工学と地質工学の分野に携わった後、バルパライソ大学の非常勤教員になる。海洋工学のディプロマと、地盤構造工学の修士号を取得した後、2009年に同校海洋工学スクールの常勤教員に任命される。2013年にGRIPSと国立研究開発法人建築研究所より防災政策の修士号を取得。在籍中、学術とその他方面での優れた実績が評価され、成績優秀者として表彰された。

Anwar Sanusi（出身：インドネシア）
インドネシア共和国　村落?後進地域開発?移住省　事務総長

2015年5月、インドネシアの村落法№6（2014年）により新たに発足した村落?後進地域開発?移住省の事務総長に任命される。この法律では、村落開発促進と人々の生活向上のため、村落の自治を広く認め、極めて多くの開発基金を割り当てることを定めている。事務総長に任命される前は、20年以上にわたりタイ国立開発行政研究院にて様々なポジションを経験した後、政策研究開発センター長（Center for Development Policy Analysts）を務めた。1998年にGRIPSの前身であるGSPSから公共政策の修士号を、2007年にGRIPSから博士号を取得。

Siddiqur Rahman（出身：バングラデシュ）
バングラデシュ ニルパマリ地区キショールガンジ群　UNO（最高経営責任者 / Upazila Nirbahi Office)

ダッカ大学経済学部の社会科学学士号（BSS）と社会科学修士号（MSS）を取得。1999年に修士課程を修了後、National Credit and Commerce Bank（ナショナルクレジット＆コマースバンク）に入行。銀行部門で4年働いたのち転職し、行政省の管轄下にあるバングラデシュ行政サービス（管理）組織の副長官に就任。ここで4つの異なる地区に配属されたのち、2009年に日本へ。1年後にバングラデシュに帰国し、バングラデシュ最高峰の研修センターであるバングラデシュ公務員研修所（BPATC）に勤務。2014年3月以降、バングラデシュ北部にあるニルパマリ地区キショールガンジ郡のUNO（最高経営責任者）を務めている。BPATCとJICAが共同で推進している総合的品質管理という公共サービスの改善手法を通して、生活困窮者への支援に従事する。この支援は2014年の国際カイゼン大会にて、「カイゼン（改善）ロールモデル」と評された。また最近では、初等教育の促進が評価され、ロンプール管区におけるベストUNOに選出された。さらに、バングラデシュのベストUNOの選出にあたり、7名の候補者のうちの1人にノミネートされている。

外務国際協力省でキャリアを開始し、2001年10月にGRIPSへ留学。修了後は、閣僚評議会の傘下にあるカンボジア人権委員会に勤務。このほど、国家テロ対策委員会の副会長（長官級）に任命された。主な担当分野は、訓練およびキャパシティ?ビルディング、機関間調整、国際協力である。同時期に、カンボジア人権委員会（CHRC）の副会長にも任命されている。

1994年、財務省の管轄下にあるバングラデシュ行政サービス（関税および付加価値税）に入局。さまざまなポジションを経験した後、2013年8月財務省バングラデシュ関税局の通関情報審理局長に就任。最高経営責任者として、関税に関する法施行にかかわる政策の立案、指揮、実行にあたっている。入局以来、反密輸や不正取引に関する業務の指揮において大きな成功を収めている。ダッカ大学で国際関係学の学士号と修士号を（1987、1988年）、クイーンズランド大学でMBAを（2001年）、GRIPSで公共経済学の修士号をそれぞれ取得しており（2003年）、このほどオーストラリアのマッコーリー大学の治安維持、諜報、テロ対策センター（the Centre for Policing, Intelligence and Counter Terrorism）で博士号を取得している。

1996年にオランダで工学の学士号を、2001年に埼玉大学大学院政策研究科（GSPS,GRIPSの前身）でPolicy Analysisの修士号を取得。2007年後半からインドネシア政府の産業技術シンクタンクに勤め、国際貿易および電気通信の分野でパートナーとともにジャカルタで事業を立ち上げる。 現在はオーストラリアにて、コンサルタント組織ANUedgeの開発プロジェクトディレクターを務める（「ANUedge」はキャンベラにあるオーストラリア国立大学（ANU）の商業部 「ANUエンタープライズ株式会社」 のコンサルタント部門）。ディレクターとして、ANUedgeのクライアントやANUの学識関係者ネットワークを通じて、アジア太平洋諸国における開発プロジェクト立ち上げの指揮をとる。

Cesar Polvorosa, Jr. （出身：フィリピン）

1982年にフィリピン大学で修士課程を修了し、エコノミストとしてフィリピン中央銀行に入行。1986年、GRIPSの前身であるGSPSで政策科学の修士号を取得。2004年にカナダに移り住み、ヨーク大学の博士課程で地理学を学ぶ。卒業後はトロントで、教育およびコンサルティングの分野で事業計画、出版、移民および戦略計画の分野のコンサルティングを行う。長年にわたり、書籍の執筆を含め、ビジネスと経済関連の論文を発表している。フィリピンのテレビ局TV5が運営する人気のニュースウェブサイト「Interaksyon」のコラムニストとして、フィリピンの経済問題と開発について執筆活動も行っている。

ダッカ大学で会計学の学士号および修士号を取得。国際機関に対するコンサルティングを数多く手がける。国際学術誌に幅広く論文を発表し、公共政策問題に関して、電子メディアや印刷メディアの論評欄等に度々寄稿している。2010年1月には、「Regional Integration–Convergence Big Time, or, an Opportunity Wasted.（地域統合と国内政策?制度の収斂）」をテーマにした開発に関する研究に対して、グローバル?ディベロップメント?ネットワーク（GDN）より、ルクセンブルク財務省の優秀賞を授与された。

マケレレ大学で数量経済学の学士課程を修了後、2004年5月にウガンダ銀行へ入行。研究部門でキャリアを開始したが、2011年に総務部門に異動。その後2012年9月にGRIPSで公共政策の修士号を取得し、ウガンダ銀行に戻りエコノミスト部門長を務めた。その後、2013年9月より、総務部広報部門の部門長及びアシスタントディレクターを務めている。

Nguyen Duc Nhat（出身：ベトナム）
VietSurveyリサーチ＆アナリシス　取締役会長兼研究主任
Public Policy Program (2002年修了)

1999年にハノイ貿易大学を卒業後、貿易省に入省。貿易省に勤めた6年の間にはベトナムのWTO加盟を含む重要な貿易交渉に携わる。2005年、ベトナム初の非国家主体の研究機関Depocenの創設メンバーになるため貿易省を退職。2011年にはそれまでの経験を生かして、今やミクロデータと開発学に関するベトナムの主要独立研究機関のひとつとなったVietSurveyリサーチ＆アナリシスを立ち上げた。取締役会長、およびガバナンス研究のチームリーダーとして、これまでベトナムにおける統治と統合性に関する優れた研究を数多く計画し、実施してきた。2014年8月に経済学の博士号をパリ第一大学から取得予定である。

2002年にアリゾナ大学の環境科学学士課程を優秀な成績で修了。新卒でJICAの青年海外協力隊?マーシャル諸島環境教育隊員として活動した後、2005年にGRIPSのInternational Development Studies (IDS)プログラムに入学。プログラムの一環として、マニラのアジア開発銀行本部で5か月間のインターンシップを経験する。修了後、コンサルティング会社に短期間勤務し、2008年から地球環境戦略研究機関（IGES）気候変動グループの政策研究員を務めた。2013年4月にケニアのナイロビに渡り、国連開発計画（UNDP）のUN-REDDプログラム（「途上国における森林減少?劣化による二酸化炭素排出の削減に関する取り組み」）の地域プログラムアナリストに就任。

カンタベリー大学とヴィクトリア大学ウェリントンで、政治学及びジェンダー／女性学研究の学士号を取得。2007年10月に社会開発省でのインターンシップを終えると、労働省に政策アナリストとして配属され、国境管理および安全保障の分野に従事。GRIPSでは、国際安全保障を促進するために政府機関が担う役割について主に研究し、2012年9月に公共政策の修士号を取得する。ウェリントンに帰国後、ニュージーランド関税局のシニア政策アナリストに就任した。

1999年、外務省でロシアとの二国間協力の大使としてキャリアを開始。同省でさまざまな役職（在日カザフスタン共和国大使館での勤務など）を経験したのち、2005年、カザフスタンの国営石油?ガス会社であるKazMunaiGas（カズムナイガス）の顧問弁護士に就任。2010年には石油ガス省の次長に任命され、2013年8月よりKazMunaiGasの子会社であるKazMunaiGas Exploration & Productionの事務総長を務めている。

17年前に税関職員としてパキスタンの官庁に入庁。以降、関税局の様々な中間管理職および上級管理職において業務と政策の両方に携わる。中間管理職就任時 は、カラチ港で貨物商船の通関手続きを監督。また、2008年までは関税局の一部であった売上税の分野にも携わった経験がある。上級管理職に昇格したの ち、2009年より現在までパキスタン政府連邦歳入委員会の政策本部における役職に就く。

Marcelo Echague Pastore（出身：パラグアイ）

パラグアイの首都、アスンシオンのフランス系学校にて初等?中等教育を受ける。パラグアイ国立アスンシオン大学で経済学の学士号を修めたのち、フランス国 民教育省より任命を受け同国トゥールーズ市にて8か月間外国語教育に携わる。2011年10月、GRIPSのMP2においてさらなる研究を行うため来日。 2013年の学位記授与式においては、Public Policy Programの最優秀修了生としてDean’s Awardを受賞。在学中にはInternational Student Council(留学生会)のメンバーおよびGRIPSサマープログラムの運営委員などとして意欲的に活動。在日中に世界銀行パラグアイ事務所からオ ファーを受け、2013年9月よりジュニア?プロフェッショナル?アソシエイトとして勤務。

Rajesh Kumar Khullar（出身：インド）
インド財務省経済局局長

23年以上にわたりインドの行政機関で豊富な経験を有する。現在はインド財務省経済局長として、特に国家レベルの官民連携事業およびインフラ案件を主に担 当。ハリヤナ州広報部長、政府系旅行会社Haryana Tourism代表 、ファリダバード市庁代表、グルガオン市庁代表など、行政の要職を歴任。2007年7月から2009年6月においてはファリダバード市庁代表を務める傍 ら、ジャワハルラール?ネルー都市再生ミッションにおける環境に優しい交通網や持続可能な都市交通網の向上に尽力し、インド政府より優秀賞を受賞。 1984年パンジャブ大学で物理学の修士号取得、2003年GRIPSで公共政策の修士号取得。

1992年にカンボジア商業省外国貿易局の局長補佐として入省。1997年10月からASEAN?国際機関部門次長として配属、1999年8月から2004年7月まで局長を務めた。2004年には、ASEAN?国際機関部門、および輸出入検査と不正行為取締りを担当しているCAMCONTROL部門を管轄するカンボジア商業省の次長に任命された。2007年9月に同省国際貿易総局長に昇格し、貿易政策策定や貿易交渉を担当。多くの高水準貿易交渉委員会において中核メンバーとしての役割を果たしている。

独立行政法人国際協力機構（JICA）の専門家として、2011年から2年間にわたりカンボジア法務省にて勤務。2013年5月、日本の法律事務所である渥美坂井法律事務所（東京）からDFDLに出向し、新たなキャリアを開始。東南アジアの国際法律事務所DFDLのシニアアドバイザーを務める傍ら、銀行?金融グループおよびジャパンデスクのメンバーとして、メコン地域を中心とした東南アジアでの日本人投資家の支援を担当している。北海道大学にて経済学の学士号を取得し、GRIPSにて国際開発の修士号を取得。日本で弁護士の認可を受け（第一東京弁護士会）、国際司法共助団体の一員でもある。

2004年3月にGRIPSのInternational Development Studies（IDS）プログラムを修了後、SONYの財務部にて勤務。2年後、テレビのニュースキャスターやラジオのDJを務める機会に恵まれ、6年にわたり関東地域の複数の放送局で勤務。生まれ育った東北地方で発生した東日本大震災が新たな転機となり、政治の世界に足を踏み入れる。2012年12月に行われた衆議院議員総選挙で「みんなの党」から当選を果たし、被災地の復興と再生にエネルギーを注ぐ。

GRIPSのTwo-year Master’s Program of Public Policy（MP2）初の日本人として入学。院生会長として、学生活動に積極的に参加し、日本人学生と留学生の架け橋として重要な役割を果たした。また、北京の清華大学やソウルの韓国開発研究院を始めとする数多くの国際交流プログラムに参加。スイスに本部を置くローマクラブが主催するChange Course Conference（チェンジコースカンファレンス）や、ソウルで開催された国連開発計画（UNDP）主催の北東アジアユース会議への参加者にも選ばれた。修了後は、開発途上国への技術支援の分野において日本を代表するコンサルティング会社「日本工営」に勤務している。

2010年8月、マレーシアのエネルギー?グリーン技術?水資源省の事務局長に就任。約34年間、公務に務めている。2007年4月から事務局長に就任するまでは副事務局長（エネルギー部門）を務めた。現職では、マレーシアのエネルギー、グリーン技術、水資源部門の政策の策定および実行を担当している。また、マレーシアのエネルギー安全保障に向け、再生可能エネルギーの役割を強化するため、国家再生可能エネルギー政策および行動計画（2009年）の策定と、再生可能エネルギー法（2011年）の起草にも携わる。

1990年に保健学の修士号を、1992年に工学の学士号（建築学）をそれぞれ東京大学で取得。また、パリ第一大学にてフランスの修士号も取得。GRIPSにおいては世界歴史都市人口の動向に関する研究を行い、2007年に博士号を取得。論文「都市人口による世界長期歴史人口の再構成に関する研究」で日本人口学会の優秀論文賞を受賞。博士号取得後、東京大学の研究教育拠点「都市空間の持続再生学の創出」においてCOE研究員を務める。 東京の木村俊彦構造設計事務所に勤務の後、1996年に株式会社リンツを立ち上げる。同社は医療、人口問題、建築、都市計画のコンサルティングを扱う企業で、ここでの仕事を通じて、数多くのODAプロジェクトに参加。数あるプロジェクトの中でも、2002年から2003年にかけてはセネガルでJICA専門家として保健人材開発促進プロジェクトに携わり、2008年から2011年まではセネガルの保健予防大臣のテクニカルアドバイザーを務める。そして再び東京大学の研究教育拠点「都市空間の持続再生学の創出」において准教授を務めたのち、2012年4月に現職である国立社会保障?人口問題研究所国際関係部部長に就任。
