Graduated from the School of Political Science and Economics, Waseda University in 1967 and joined the Overseas Economic Cooperation Fund (OECF), Japan (positions during 90s: Chief Representative in Manila, 1990-1994; Managing Director of the Operations Department for the ASEAN countries, 1995-1997; Vice President, Development Finance, 1997-1999). He also worked for: (1) the World Bank as a country Program Officer for Indonesia (1981-1984); and (2) the Cambodian government as the Advisor to the Minister of Finance and Economy for public investment management (1999). Professor at GRIPS, 2000. Visiting Professor and Professor Emeritus at GRIPS, 2010-present.
