TABUCHI MIYUKI Helga is a Professor of the National Graduate Institute for Policy Studies (GRIPS) in Tokyo. Before taking up her current position in 2023, she was Counselor at the Secretariat of Intellectual Property Strategy Headquarters, Cabinet Office of the Government of Japan, and was responsible for policy related to content from 2019 to 2021. She also served as Director for International Affairs and Human Resources Development, Japan Tourism Agency, Government of Japan; Associate Professor, Graduate School of International Social Sciences, Yokohama National University; Director, Office for Promoting Works Distribution, Agency for Cultural Affairs, Government of Japan; Director for Cultural Affairs, Shiga Prefecture; Legal Officer, World Intellectual Property Organization, a specialized agency of the United Nations. She started her career as a government official at the Ministry of Education, Culture, Sports, Science and Technology and has extensive experience in cultural, educational and scientific policy making.
