Graduating from the Faculty of Literature, University of Tokyo in 1976, he worked for the Ministry of Education, Science, Sports and Culture. He joined GSPS, Saitama University as an associate professor in 1992, and then served as a senior supervisor of social education in the Ministry of Education. In 1998 he joined GRIPS as a professor.
