Graduated from Waseda University (School of Political Science and Economics) and joined in the Ministry of Education, Culture, Sports, Science and Technology (MEXT) in 1981. Experienced a variety of missions in the areas of Primary and Secondary Education, Higher Education, Research Promotion, Lifelong Learning Promotion, Sports Promotion as well as Local Governmental Administration etc. and served as the Senior Deputy Minister (～ 2018). After taught as a professor at J.F.Oberlin University from 2019 to 2020, was appointed and served as the Ambassador Extraordinary and Plenipotentiary of Japan to Costa Rica for three years. Have been at the current position since 2024.
