讲座摘要：Choices in energy regulation often involve options with divergent impacts on household energy prices. In particular, pollution taxes often raise prices more than other policies because they price inframarginal emissions.  At the same time, household energy use varies widely, across income and demographics, as well as within any easily identifiable group. This suggests that these choices can have significant distributional effects to be weighed alongside efficiency concerns. In this paper, we characterize this tradeoff, alternative welfare perspectives for making policy choices, and the sufficient statistics that policymakers might need.  This provides a guide for when equity effects could trump efficiency concerns.

Billy Pizer教授是杜克大学桑福德公共政策学院的教授。研究方向包括能源、环境和气候变化经济学。他曾经任职于美国总统经济顾问委员会，也曾担任美国财政部负责能源事务的副助理部长。 他的研究成果发表在自然科学、经济学、环境经济学的顶尖期刊，如：《Science》、《American Economic Review》、《Review of Economics and Statistics》、《Journal of Economic Literature》、《Journal of Economic Perspectives》、《Journal of Environmental Economics and Management》等。
