Three-Month Training and Research Program for Young Executives of Vietnamese Government 2024
GRIPS provided a Three-Month Training and Research Program for Young Executives of Vietnamese Government from September to December, 2024. Five delegates were selected among candidates recommended by the Central Committee of Organization and Personnel, Communist Party of Vietnam (CCOP). They were from Department of Health of Thai Binh province, Department of Agriculture and Rural Development of Phu Yen province, Civil Judgement Enforcement Department of Bac Giang province, Department of Cultural, Sports and Tourism of Binh Thuan province, and People's Committee of Vinh Long province.
This training aims to deepen understanding of leadership and policy formulation through attending lectures at GRIPS and visiting relevant institutions, while also conducting intensive research on specific themes to contribute to policy improvement in Vietnam. The delegates attended GRIPS' regular courses, participated in intensive lectures, and a class on academic writing.
For research activities, each delegate wrote a policy paper on specific subject, which were "Implementing key tasks on digital transformation of health in Thai Binh Province, period 2024-2030", "Enhancing Disaster Management Policies in Vietnam: Insights from Japan's Resilient Practices", "Study from Japan's civil judgment enforcement experience to improve the effectiveness of civil judgement law enforcement", "Development of Tourism in Agriculture", and "Vietnamese economic development based on circular economy - Case in Japan". Each delegate conducted research on their respective topics, receiving guidance from professors at our institution. They also engaged with government officials and experts, learning about the specific details of Japan's systems and policies. At the same time, they examined Vietnam's challenges and potential solutions. Their research activities were supported by GRIPS faculty members including the program director, Vice President and Professor Hirofumi Takada, Professor Taichi Ono, Professor Tadashi Yokoyama, Professor Kazuaki Takahashi, Professor Takeyoshi Chibana, Professor Hitoshi Takahashi, and Associate Professor Yasuyuki Hanawa.
Additionally, during the field trip to Toyama and Ishikawa Prefecture, the delegates visited a local government to learn about various policy-driven and practical initiatives. They also actively gathered information relevant to their research themes through visits to Japanese companies and industrial sites.
On the final day of the program, the delegates presented their research findings and received feedback from their advisors, marking the completion of the three-month training. They expressed that the program was enriching, not only because of the knowledge gained in their specialized fields but also due to the deep cultural exchange they experienced with the Japanese people.
