Training Program for Ministry of Home Affairs in Viet Nam
National Graduate Institute for Policy Studies (GRIPS) organized a five-day training for Ministry of Home Affairs(MOHA) in Viet Nam by targeting the executives from local provincial People's Councils (local assemblies) and People's Committees (executive bodies) betweem December 9 and 13, 2024 . 15 delegates from 1 city and 13 provinces out of 5 cities and 58 provinces in Viet Nam participated in this program. This is the third time we collaborated with MOHA since 2022.
Staring from the lecture by Prof. Hirofumi Takada (GRIPS Vice President, Director of the Executive Development Center for Global Leadership), experts from GRIPS, the Japanese local government, and the academy gave lectures about Japan's government system, local finance and decentralization, Japan's population issues, administrative reform, policy analysis and evaluation, case of digitalization in local government, and the economic cooperation in Indo-Pacific to the delegation. Speakers included: Mr. Masakatsu Okamoto (Japan Academy for Municipal Personnel); Prof. Emeritus Kiyotaka Yokomichi (GRIPS); Mr. Naoki Kobayashi (Tokyo Metropolitan Government); Prof. Kunihiko Shinoda (GRIPS) (in the order of appearance).

In addition to the lectures, the delegation visited the Ministry of Internal Affairs and Communications for paying a courtesy call to Mr. Kaoru Onda, Director-General for Policy Coordination and receiving a briefing on regional digitalization policy by the Japanese central government.

Throughout the program, the delegation asked many practical questions and had lively discussions. We sincerely hope that the friendly relationship between Vietnam and Japan will continue to deepen through the executive program at our university.
