Training Program for Professional Leaders of Vietnamese Government

GRIPS conducted a ten-day training program for nineteen Professional Leaders of Vietnamese Government from October 21 to 30, 2024.?
The core topics were Good Governance, Economic Development and Leadership which are the crucial issues for Vietnamese officials.

During the program, participants attended lectures given by: the program director, Vice-President Prof. Hirofumi Takada (Director of the Executive Development Center for Global Leadership), GRIPS faculty members of Prof. Kunihiko Shinoda, Prof. Emeritus Kiyotaka Yokomichi, Senior Prof. Hitoshi IEDA, Prof. Kazuaki Takahashi and Project Prof. Masaei MATSUNAGA, as well as President Masakatsu Okamoto from Japan Academy for Municipal Personnel and Associate Prof. Ayano Nishihara from Rikkyo University.

Participants studied a wide range of subjects mainly covering Japan’s actual experiences such as; Political and Administrative system and management, Policy making Process, international stability and international cooperation in the Indo-Pacific, Administration Reform and Good Governance, Japanese Local Government System and Its Development, a few discussion points on infrastructure based on the experience of Japan, global warming and decarbonization, as well as leadership. After each session, the Vietnamese participants asked detailed questions about the lecture.
In addition to the lectures, participants visited the Ministry of Internal Affairs and Communications and Director Junichi Tokumitsu from the Administrative Counseling Division, Administrative Evaluation Bureau gave a presentation on MIC’s Administrative Counseling Service as an ombudsman to promote resolution of citizen’s complaints.

With a cooperation of Hokuriku AJEC, the delegation went on three-day field trip to Toyama and Ishikawa Prefecture.?
At Toyama City Hall, participants were briefed on the concept of Compact and Smart City. After that, they took the tram introduced in the lecture to visit Toyama Glass Museum. In Ishikawa Prefecture, they visited Nakamura-Tome Precision Industry Co., Ltd., which manufactures and sells CNC machine-tools and their peripherals. They also had opportunity to visit Kanazawa Castle Park, “Shima” in Higashi Chaya District, Nagamachi Samurai District and Omicho market. The participants were warmly welcomed by people of Toyama and Ishikawa and had excellent opportunities to learn about Japan at a variety of sites.?

On the final day of the training program, some participants reviewed the content of the intensive ten-day program and presented how they would reflect lessons learned in their work after returning home.
