From July 22 to 23, 2024, National Graduate Institute for Policy Studies (GRIPS) conducted a two-day executive program for 48 members of the Provincial Board Members League of the Philippines (PBMLP), upon the request of the PBMLP. The program took place at the Tokyo International Forum.

The theme of the training was “Transformative Leadership: Enhancing Local Governance through Evidence-Based Policy Making towards Administrative Reform and Crisis Management Innovations.”

During this program, lectures and discussions were held on topics including "Leadership Development and Management," "Administrative Reform and Innovation," "EBPM (Evidence-Based Policy-Making)," and "Climate Change, Its Impacts and Adaptation." The sessions were led by Associate Professor Ayano Nishihara from Rikkyo University, Professor Tsuyoshi Yoshimuta, Professor Tadashi Yokoyama, and Professor Kazuaki Takahashi from GRIPS. The program was directed by Professor Hirofumi Takada, Vice President and Director of the Executive Development Center for Global Leadership, GRIPS.
