Training Program for Executive Officers of the Government of the Philippines

National Graduate Institute for Policy Studies (GRIPS) has conducted a three-day training for Undersecretary and Assistant Secretary level officials of the Philippine government from September 4 to 6, 2023.

In response to a request from the Development Academy of the Philippines (DAP), the program was designed to help participants to learn the theory and best practices of phronetic leadership and compare them with those of the Philippines for their future work. This training has been conducted at GRIPS since 2018, but it has been online during the covid-19 pandemic. This year it was the first face-to-face training in 4 years.

This year, the program focused on the government's response and policies in the fields of Urban Development, Agriculture and Food. In addition to a lecture on Food Security in Japan by Mr. Atsushi Suginaka (Director-General for Policy Coordination of the Ministry of Agriculture, Forestry and Fisheries), Participants visited to National Agriculture and Food Research Organization (NARO) and Saitama City. As a phronetic leadership model, they visited TESSEI, JR East Technoheart Co., Ltd., to learn about their corporate philosophy and organizational reforms. In each session, many practical questions were asked by the participants, and lively Q&A sessions were held.

On the last day, under the facilitation of Prof.Emeritus Kiyotaka Yokomichi (Program Director; Visiting Professor, GRIPS), the participants reviewed what they learned during the training.
