From November 28 to December 2, GRIPS has provided a 5-day training program on “Local Governance and Leadership” for a delegation of Ministry of Home Affairs, Vietnam. 17 trainees including members of Provincial Party Committee have attended the program.

Lectures were given by the Program Director, Professor Hirofumi Takada (Vice President of GRIPS) as well as Senior Professor Kiyotaka Yokomichi and Professor Kenichi Ohno of GRIPS and also Associate Professor Ayano Nishihara of Rikkyo University.

Participants studied a wide range of subjects on local governance and leadership including; Japanese Local Government System, Decentralization, Process of Policy Making, Local Tax and Finance System, Local Government Officials, Knowledge Creating Leadership, Administration Reform and Fair Administration and Economic Development in Asian Countries and Vietnam.
After each session, the Vietnamese participants actively asked questions and had meaningful discussion with the professors.

In addition to the lectures, participants have visited the Ministry of Internal Affairs and Communications and paid a courtesy call on Ms.Nobuko Yamakoshi, Director-General for Policy Coordination. They have learnt the Ministry’s policies on regional revitalization.

On the final day of the training program, all the participants reviewed the contents of the intensive five-day program and received the certificates of completion.
