Measures to Prevent Unlawful Acts Pertaining to Research at GRIPS

? The National Graduate Institute for Policy Studies (GRIPS) has taken various measures to prevent unlawful research activities and fraudulent use of research funds by establishing a responsibility structure within the institute, internal rules, an unlawful act prevention plan, and a contact point.

? There have recently been many cases of unlawful acts in research activities and unlawful use of research funds at research institutions. In response to the situation and in compliance with the “Guidelines for Responding to Unlawful Acts during Research Activity” (Decision of the Minister of Education, Culture, Sports, Science and Technology, as of August 26, 2014) and the “Guidelines for the Management and Audit of Public Research Funds at Research Institutions (Implementation Standards)” (Decision of the Minister of Education, Culture, Sports, Science and Technology, as of February 15, 2007, revised on February 1, 2021), GRIPS is furthering its efforts to strengthen measures to prevent unlawful acts.

? The government covers most of the expenses required for national universities’ activities. Thus, unlawful acts pertaining to research activities and/or fraudulent use of research funds are serious acts that increase society’s distrust toward tax-funded research activities. They are, therefore, impermissible.

? With an aim to developing our research activities by efficiently utilizing research funds, GRIPS will continually further its efforts to prevent unlawful acts in research activities and to ensure proper management of research funds.
