GRIPS Forum: “The future of global co-operation and the role of the OECD”

At GRIPS Forum on June 17, 2024, Mr. Yoshiki Takeuchi, OECD Deputy Secretary-General, gave a lecture titled “The future of global co-operation and the role of the OECD”.

Abstract:

International cooperation in a fast-changing and increasingly integrated world is more important than ever. Governments and societies face an ever-increasing number of policy challenges, such as climate change, the rise of AI, and sustainable development, that cannot be addressed in isolation. However global engagement requires a series of shared values and commitment to open dialogue on an equal footing.

The OECD was established as part of a broader effort to entrench a rules-based international order promoting global economic development through free and open markets, cooperation and respect for fundamental rights and democracy. Over the sixty-four years of its existence, the OECD has established itself as a reference for objective analysis, the sharing of best practices, and standard-setting that contributes to tangible changes in the lives of people around the world.

The lecture by OECD Deputy Secretary-General Yoshiki Takeuchi will explain roots of the OECD, its place and role in the global co-operation as well as its main pillars of work. It will cover the major challenges economies are facing today and how the OECD helps policy makers implement innovative and effective responses. Deputy Secretary-General will present the outcomes of 2024 OECD Ministerial Council Meeting, which was held in May under the chairmanship of Japan. Lastly, Mr Takeuchi will refer to some examples of the policy areas where the OECD’s is taking a forward-looking role.

Speakers’ Profile:

Mr. Yoshiki Takeuchi was appointed Deputy Secretary-General in November 2021. His portfolio includes the strategic direction of the OECD policy on Employment, Labour and Social affairs, Education, Skills, Well-being, Inclusion, Sustainability and Equal Opportunities, Financial and Enterprise Affairs along with the Centre for Entrepreneurship, SMEs, Regions and Cities. He also represents the OECD at the Financial Stability Board and guides OECD work with the Asia-Pacific region.

Mr. Takeuchi has had a distinguished career over nearly four decades at the Japanese Ministry of Finance. Prior to joining the OECD, he served as Special Advisor to Japan’s Minister of Finance. He was Vice-Minister for International Affairs (2019-2020), Director-General of the International Bureau (2016-2019) and has held other senior positions including as Deputy Minister in many international fora such as G7, G20, IDA and International Monetary and Finance Committee.

Mr. Takeuchi has a wealth of experience in the field of international economy and finance. He worked closely with international organisations including the IMF, the World Bank, the Asian Development Bank and other regional development institutions. He also led Japan’s G20 Presidency finance team with a particular focus on digital taxation, quality infrastructure investment, capital flow management and global imbalances.

Mr Takeuchi holds a B.A. in Law from University of Tokyo, a MPhil in Economics from University of Oxford and conducted research at Chatham House.

Since its establishment in 1997, the National Graduate Institute for Policy Studies (GRIPS) has promoted research and education on a wide variety of policy issues.
