GRIPS Forum:“Debating Japan’s New Security Strategy”

At GRIPS Forum on May 15, 2024, Dr. Narushige Michishita, Executive Vice President and Professor, and Dr. Yoko Iwama, Professor and Director of the Strategic Studies Program, debated titled “Debating Japan’s New Security Strategy”.

Abstract:

In a major policy reversal, Japan launched a new national security strategy late last year that will significantly increase defense spending and acquire strike capabilities. What explains this dramatic shift in policy? Can Japan implement the new strategy successfully? What are the implications for Japan, its allies, and rivals? Security experts at GRIPS will discuss the essence of the new strategy, its challenges, and measures to be taken going forward.

Speakers’ Profile:

Narushige Michishita is an executive vice president and professor at the National Graduate Institute for Policy Studies. A specialist in Japanese security and foreign policy as well as security issues on the Korean Peninsula, he is the author of Lessons of the Cold War in the Pacific: U.S. Maritime Strategy, Crisis Prevention, and Japan’s Role; and North Korea’s Military-Diplomatic Campaigns, 1966-2008. Michishita acquired his Ph.D. from the School of Advanced International Studies (SAIS), Johns Hopkins University.

Yoko Iwama is a professor and the director of the Strategic Studies Program at the National Graduate Institute for Policy Studies (GRIPS). She graduated from Kyoto University and earned her Ph.D. in Law at the same university. After serving as Special Assistant at the Japanese Embassy in Germany, she joined GRIPS in 2000 and was appointed professor in 2009. Her specialty is international security and European diplomatic history. She has served on numerous government committees including the Council on Reconstruction of a Legal Basis for Security (2006-7, 2013-14). Her publications include The Global Nuclear Order of 1968 and West Germany (Kaku no 1968nen Taisei to Nishi Doitsu)(Yuhikaku, 2021); Joining the Non-Proliferation Treaty: Deterrence, Non-Proliferation and the American Alliance, ed. with John Baylis (Routledge 2018).

Since its establishment in 1997, the National Graduate Institute for Policy Studies (GRIPS) has promoted research and education on a wide variety of policy issues.
