Project details:
“Siem Reap Smart City Project” supports the city’s vision of becoming a more sustainable and inclusive smart city. The project responds to urban challenges such as congestion, waste management inefficiency, and fragmented governance, using a combination of smart technologies, capacity development, and stakeholder collaboration.
The project is structured around 3 pillars:
1. Smart City Roadmap Formulation
A comprehensive Smart City Roadmap was co-developed with Siem Reap Provincial Administration and local actors. It outlines key priority sectors—mobility, environment, tourism, and security—and provides an implementation framework aligned with the ASEAN Smart Cities Network and Cambodia’s national urban strategies. The roadmap reflects a phased approach with both short-term pilots and long-term development goals.
2. Capacity Development and Institutional Collaboration
To institutionalize smart city practices, the project conducted over 15 workshops and training sessions targeting local officials, technicians, and community leaders. Topics ranged from data governance, urban management, digital tools, and stakeholder engagement. A formal working group was established within the provincial administration to coordinate project activities, while international cooperation—especially with Takamatsu City in Japan—enabled peer learning of city management practices.
3. Implementation of the Pilot Projects
The core of the project’s implementation phase consists of seven pilot initiatives, each addressing a specific urban challenge:
- Illegal Parking Monitoring – Installation and operation of CCTV cameras to monitor illegal vehicle parking and reduce congestion. Knowledge acquired through this pilot is expected to be expanded to other CCTV points across the city.
- Smart Waste Collection – Conducting studies to assess the efficiency of current waste collection operations and installing smart tracking apps to improve waste logistics.
- Tourism Statistics Digitalization – Introducing digital data collection methods to improve the availability, accuracy, and accessibility of tourism-related data.
- Government Internal Document Management – Developing and piloting a digital document system to increase transparency and reduce administrative delays.
- Environment Monitoring – Implementing sensors to monitor air quality inside the Angkor heritage area.
- Public-Private Tourism Collaboration – Establishing a consortium-style platform to enhance collaboration between government, private, and academic sectors.
- Data Platform System Development – The Smart City Data Platform (SSDaP) was developed to integrate and visualize city data in real time. Accessible at https://data.siemreap.gov.kh, the platform aims to contribute to evidence-based policymaking and improve transparency and community access to public information.
The pilots were jointly implemented by JICA experts and the Siem Reap Provincial Administration. Mr. Tip led coordination from the government side, ensuring alignment with local plans and resource mobilization. Mr. Ozaki, the JICA urban planning expert, led technical implementation, roadmap design, and advisory support. Their close collaboration was indispensable for introducing innovation while tailoring solutions to the local context.
The project also focused on institutionalizing the roadmap, sustaining successful pilots, and attracting investment. It not only enhances Siem Reap’s urban management capacity but also provides a replicable model for smart city development in secondary cities across ASEAN.
Results and impact:
The project successfully introduced smart city principles into Siem Reap’s urban governance. Key achievements include the launch of the Smart City Data Platform (SSDaP), improved traffic monitoring via CCTV, optimized waste collection using digital tracking apps, and enhanced institutional capacity. The project fostered international collaboration with Takamatsu City (Japan). These initiatives directly support SDG 11 (Sustainable Cities and Communities) and contribute to SDG 9 (Innovation and Infrastructure), SDG 16 (Strong Institutions), and SDG 17 (Partnerships). This project has laid the foundation for data-driven, citizen-centered urban planning for the improvement of public service delivery, transparency, and resilience in Siem Reap.
