On June 14, 2010, Prof. Dr. Lukman Hakim was appointed as chief of the Indonesian Institute of Sciences (LIPI), the preeminent science and research institution in Indonesia that directly reports to the President of the Republic of Indonesia. Dr. Hakim first graduated from the Department of Pharmacy of the Faculty of Sciences of the University of Indonesia in 1979. He joined LIPI in 1980 as a researcher and has gradually worked his way up in the Institute.

He was Assistant to the Deputy Chairman of Technology when he first came to Japan and enrolled in GSPS in 1984. Upon his graduation in 1986 with a Masters degree in Policy Science, Lukman had developed strong linkages with Japan and the Japanese Science and Technology community. He decided to pursue his doctoral studies in Japan and enrolled in he University of Tokyo from which he received a Ph.D. in General Systems Studies in 1994.

In 2003, Lukman Hakim was appointed as is the Vice Chairman of LIPI. A large multi-campus organisation with almost 5000 staff and 21 Research Centres, LIPI offers impressive research capability, scientific services and extensive programs for the advancement and application of scientific knowledge in Indonesia. LIPI has been acting as a focal point for research and development activities in the fields of science and technology, and the promotion of these activities on both a national and international level. It also makes recommendations to the government on national science and technology policy

As Vice Chairman of LIPI, Lukman Hakim’s main responsibilities have been in the area of Planning, Audit and Supervision, in addition to special tasks assigned by the then Chairman, Dr Umar Anggara Jenie. Lukman Hakim has also been responsible for dealing with and coordinating LIPI’s extensive professional links with world scientific and international organizations. Among others, Lukman has served as the National Coordinator for cooperation with JSPS-Japan; he is a member of the Governing Council of the Asia Pacific Center for Technology Transfer (APCTT) under the United Nations. Furthermore, he acts as the national focal point of the Science Council of Asia and has been representing Indonesia in Asia Head of Research Council (ASIAHORC) since its innauguration in 2007.

Currently Lukman Hakim is heavily involved in the International Center for Interdisciplinary and Advanced Research (LIPI-ICIAR). The Center is a new LIPI strategic initiative to develop a platform for collaborative interdisciplinary and advanced research that was launched in November 2009. It will involve about 70 LIPI professors, as well as senior and junior researchers from Indonesia and overseas. The main focus of the Center is on Environment and Human Security-related issues and aims at developing joint research on topics under six clusters, including disaster risk management; coastal community resilience; sustainable environment and climate change; health, food and biomedicine; and inter-cultural conflict and crisis management.

Since 1996, Professor Lukman Hakim also teaches Public Policy, Management Technology and Industrial Strategy, and Science and Technology Policy at the University of Indonesia.

Lukman is married to Dr. Jullie Hakim, a veterinarian who is also running a small business in organic foods. They have two children; their daughter Ayuna is working as an engineer at a steel and machinery company in Dusseldorf; and their son Aldian, who was born in Japan while Lukman was at GSPS, just started working as a field engineer with an American oil company.
